A group of Chinese consumers filed a complaint to China's product-quality agency claiming that Hewlett-Packard Co. discriminated against them in its handling of a problem with faulty graphics components in some of its personal computers.

The complaint, dated last week, was sent on behalf of more than 170 consumers to China's General Administration of Quality Supervision, Inspection and Quarantine. The consumers claim that H-P failed to offer them the same extended warranty that it gave to U.S. customers in response to a problem that emerged more than two years ago involving graphics chips in laptop PCs.The Chinese consumers request compensation, a public apology and a recall of the affected computers.

An H-P spokeswoman said the company didn't discriminate against Chinese customers, and that the complaints may have arisen because of confusion over the terms of an enhanced service program launched in response to the graphics-chip problem. She said H-P doesn't plan any recall of the affected PCs in China.

The complaints have prompted anger from some Chinese consumers and Internet commentators in markets where many consumers are sensitive to perceived poor treatment by foreign companies. Still, the number of people involved in the complaint represent a small fraction of H-P's total sales in China, the world's second-largest PC market by unit sales, where H-P has been expanding its market share. H-P sold 1.9 million PCs in China in the fourth quarter of 2009, 14.3% of the total, up from 10.9% a year earlier. That made it second in the market after Lenovo Group Ltd.

The customer complaints are centered on a defect in graphics chips supplied by Nvidia Corp. that can cause the chips to overheat, which, in turn, can cause malfunctions like failure to start up or displays that go dark. Nvidia has said the defect-which affected laptop PCs from H-P, Dell Inc., Apple Inc., and other vendors-was caused by materials used to package the chips. Nvidia has spent more than $300 million to address the problem.

The H-P spokeswoman said the company responded to the Nvidia chip problems after they surfaced with a global program called the Limited Warranty Service Enhancement Program, which extended one-year warranties for users of its H-P Pavilion and Compaq Presario notebook PCs to two years. The Chinese consumers say they were never offered the extended warranty. But the H-P spokeswoman said that H-P computers sold in China already come with two-year warranties, so the move didn't apply to most customers in the country.

Luo Qian, one of the H-P users who submitted the complaint, said she and other customers have started a Web site for people to discuss the issue and to gather H-P announcements and media reports related to the faulty products. 'We don't trust the H-P brand anymore. The only thing I want is to return the laptop and get back my 5,800 yuan,' or about $850, Ms. Luo said.
