A Google Inc. (GOOG) executive said the company has no timetable yet for when it will stop censoring search results in China, but that the search giant is 'firm' in its commitment to stopping the practice.
Google deputy general counsel Nicole Wong said the company is in talks with the Chinese government and offered a few new details about the December cyberattacks on Google servers that prompted the company to reverse its policy on censorship in China at a Senate hearing on Capitol Hill Tuesday.
'We are no longer willing to censor our search results in China and we are currently reviewing our options,' Wong said.
During the hearing, technology companies came under fire for bowing to pressure by foreign governments to censor or block Internet sites in countries like Iran or China.
Senate Majority Whip Dick Durbin (D., Ill.), who chairs a Senate Judiciary Committee panel, said at the hearing he will introduce legislation 'that would require Internet companies to take reasonable steps to protect human rights or face civil or criminal liability.' Durbin said his bill would impose criminal liability on Internet companies that fail to protect the human rights of its users.
Companies argue that the laws of the countries in which they operate sometimes require censorship or Web site restrictions. Google Inc. recently announced it would stop censoring search results in China after the company's servers came under a cyber-attack there.
Wong said that 20 other large companies, in the Internet, finance, technology, media and chemical sectors, were also targets of the December server attacks. Those attacks were separate from an investigation by Google, which found that third parties 'routinely accessed' the Gmail accounts of U.S., Chinese and European-based human rights advocates.
Several senators said they are disappointed technology companies have appeared reluctant to challenge free speech and human rights abuses in other countries. Senate Judiciary Committee chairman Patrick Leahy (D., Vt.) said the U.S. 'must address these serious challenges to freedom of expression head-on.'
A State Department official echoed that sentiment during the hearing Tuesday. It's really critical that we and you find ways to help companies step up and take responsibility here,' said Assistant Secretary of State Michael Posner. 'Companies can't do it alone.'
Durbin noted that no new companies have joined an anti-censorship and privacy rights initiative started by Google, Microsoft Corp. (MSFT) and Yahoo! Inc. (YHOO) in 2008. And he singled out Facebook Inc. and Twitter executives for declining to testify at the hearing.
In a statement, Facebook cited limited international staffing with which to handle the varying laws of other countries. 'When we come to evaluate doing business in any country, we do so thoughtfully and are mindful of the rules, regulations, and customs,' Facebook said in a statement.
Rebecca MacKinnon, visiting fellow at Princeton University's Center for Information Technology Policy, called for new legislation to prod companies. 'Just as companies have a social responsibility not to pollute our air and water or exploit 12-year-olds, companies have a responsibility not to collaborate with the suppression of peaceful speech,' she said.
