Japanese Prime Minister Yukio Hatoyama apologized Thursday after a former aide was indicted under Japan's campaign-finance laws, but he denied knowledge of the matter and said he wouldn't resign.

The indictment adds to the pressures facing Mr. Hatoyama's three-month-old government, which has seen its popularity slide as it grapples with deflation and a continuing dispute with the U.S. over military personnel stationed in the Japanese island of Okinawa.

Tokyo prosecutors earlier Thursday indicted Mr. Hatoyama's former state-paid secretary without arrest, on a charge of falsifying the premier's funding reports in violation of the political funds control law. Prosecutors said they wouldn't indict Mr. Hatoyama due to insufficient evidence.

Speaking Thursday at a press conference, Mr. Hatoyama denied knowledge of any wrongdoing and said he personally didn't benefit. 'I am deeply sorry, but I have never personally profited [from the funding issue],' he said.

'It would be wrong for me to resign now, as that would mean abandoning my responsibility to meet peoples' expectations of me to make new policy,' he said

Mr. Hatoyama said that he didn't know about the funding issue because he delegated responsibility for funding to his aides, and added that he will do his best to explain the issue to the country.

'I should respect it if calls for resignation rise to an overwhelming extent,' he said. 'But I will do my best not to let that happen by explaining fully.'

So far, the issue hasn't caused him major damage. Recent Japanese media polls have showed a majority of voters don't believe Mr. Hatoyama should resign if his aide was indicted.

Still, the indictment comes as Mr. Hatoyama backtracks on campaign pledges in the face of Japan's softening economy. His Democratic Party of Japan stormed to office in September after trouncing the long-ruling Liberal Democratic Party in an August electoral landslide, in part on a platform of aggressive spending plans to reverse Japan's domestic economic decline and the elimination of some unpopular fees and tariffs.

In a poll released Monday by the Asahi Shimbun newspaper of 2,100 people, his government's approval rating has fallen to 48%, from 62% a month ago and from 71% in September.

According to the Associated Press, prosecutors said in a statement that the secretary -- Keiji Katsuba, 59 years old -- and another aide, Daisuke Haga, 55, have been charged with violation of laws on political funds. The allegedly falsified reports related to funding totaling nearly 400 million yen, or about $4.4 million, the AP said. Messrs. Katsuba and Haga couldn't be reached Thursday.
